NaNoWriMo pre-game: Ridiculous B plot

(These are notes for my project for NaNoWriMo. Read at your own risk).
No, there is no A plot. But after reading
fulselden's great fic "Fire Nation Graffiti (and other primary sources)" (at DW and AO3), my brain keeps poking me with this awesome, yet horrible, idea:
What if there are letters* and other written documents at the beginning of all the chapters? And what if, in these letters, members of Team Avatar slowly realize that no one has seen or heard from Toph in a while? And what if, at the same time, Mai is getting reports from the institution that all sound suspiciously a) good and b) alike? Although the reports are addressed to Zuko, he doesn't read them, because Azula now is a Problem that he can only ignore except in the most naive of ways. ("If you apologize..." "No." "Ty Lee would apologize." "I'm not sorry for saving your ass.") And what if she eventually figures out that Azula has escaped?
And what if everyone puts two and two together in the most obvious way and assembles the squad for a Rescue Toph from Being Kidnapped by Azula mission? And what if Sokka and Suki bring Ty Lee with them? And what if everyone's poking around helps the real threat find them and otherwise makes everything worse?
Awesome, right?
But! The only solution to the problem Team Avatar presents (no, Azula, you cannot kill them. Stop asking) is for Toph to explain things and for them to trust her judgement and realize that, right now, Azula is not so bad. This kind of thing makes sense with Zuko--although I thought their acceptance of him was a little rushed--but Azula is...Azula. Such a thing would be cheap and break the story. Woe.
(Although I see Sokka keep trying to be the Plan Guy, and Azula keep raising her eyebrow, and it is very funny, but he eventually learns to back off and just fill in the gaps in her plans. Woe).
It's also possible that Team Avatar never actually finds them. But they have Appa, and have always found people they were looking for.
*For extra "What am I thinking?," what if Toph sends her friends a prototype of a machine that writes in characters and tactile writing? (This is what happens when I see this picture of a Chinese typewriter). And what if, as a prototype, it has a ridiculously small amount of characters, so her letters say things like: "Dear Lord of Bad Tavelling"? Silliness.
