What icon-making program are you using? Sometimes it's possible to do a lot with brightness controls; the "Curves" control in GIMP has been my friend on many an occasion.
I definitely need to learn how to use a "proper" icon-making program; right now I'm just using Mac OSX's Preview (*shame*). But I did manage to improve things by tinkering with "Exposure."
